Governor Abbott Agrees: Vetoes SB 1253 to Protect Property Rights and Stop Overreach

I’m thrilled to share a major victory for private property rights and water access in Hays County—Governor Abbott has officially VETOED Senate Bill 1253, the bill I warned would give the Hays Trinity Groundwater Conservation District (HTGCD) sweeping new powers at the expense of landowners and water users.

In his veto proclamation, Governor Abbott stated:

“(Senate Bill 1253) … singles out property owners in one groundwater conservation district and subjects them to new burdens for exercising private property rights, like new fees that increase every year and entry onto property without the owner’s permission. We can and should pursue strategies that protect ‘property rights from government intrusion and control.’”

This is exactly what I have been fighting to protect—your right to fair, accountable, and transparent water regulation, not unchecked authority and hidden taxes. 

Governor Abbott’s veto of Senate Bill 1253 is a bold stand for private property rights and a rebuke of oppressive overtaxation. By rejecting this measure, he protects Texans from government overreach, ensuring landowners retain control over their hard-earned property and shielding citizens from the crushing weight of excessive tax burdens. This decisive action upholds the principles of liberty and fiscal responsibility that Texans cherish.

I am proud to stand with you in defense of those principles, and I’m grateful to Governor Abbott for taking action.

In light of the evasive actions taken by certain Hays County entities and elected officials to advance this legislation, I am more committed than ever to advocating for water policies that are transparent, accountable, and grounded in common sense.
